Planning Reforms: A New Era for Housing, Infrastructure, and Growth

The Labour government’s much-anticipated planning system reforms have now taken effect, marking a decisive moment for the future of housing and infrastructure in England. With the reintroduction of mandatory housing targets, councils are now tasked with prioritizing land that can deliver the greatest impact. Prime Minister Keir Starmer’s pledge to deliver 1.5 million homes by 2029 is ambitious, but it reflects a much-needed shift. Councils will now face greater accountability to adopt up-to-date plans or face direct intervention. This, combined with new funding for planning staff and increased planning fees, promises to streamline decision-making, reduce delays, and boost investor confidence – all critical to unlocking stalled developments.

As Graham Prothero, CEO of MJ Gleeson, put it: “This morning’s announcement is a positive starting point… it shows the government is moving in the right direction.” While no reform is without challenges, a clearer, more responsive planning system is a welcome step for both developers and local communities.

The government’s insistence on tying greenbelt development to infrastructure delivery – nurseries, GP surgeries, transport links – represents a holistic approach. Development must work for the communities it serves. Equally, aligning these reforms with climate commitments will ensure that growth is sustainable, forward-looking, and supportive of greener industries.

Of course, delivering 1.5 million homes will require a skilled workforce capable of meeting demand. Addressing the skills crisis in construction remains a pressing challenge, as echoed by Brian Berry of the Federation of Master Builders.
